In worldly sense, the qualification needed for getting a college seat or securing a job is termed quota.
If you have the required qualification, how well you do in the interview and any recommendation you have is taken into consideration for choosing you.
There is a reserved medical seat for children of freedom fighters. There may be around hundred students who qualify under this category. They would apply for this quota and seats are allotted on merit basis. This is quota in your worldly sense.
Similarly, even in the spiritual kingdom or spiritual world or spiritual office, there are eligibilities for quota. Eligibility in the worldly sense implies one has to have good grades, pass the interview and of course, recommendation enhances your marketability.
In the spiritual world the same rule is applied - one must have performed intense poojas. Your ancestors must have done a lot of penance. Someone like your family deity, saints or your deceased ancestors who are now holy spirits should recommend you.
